Suave and to-the-point, Captain Abhimanyu has been able to leave his mark as a national spokesperson of the Bharatiya Janata Party (BJP) in a short span of time. His grasp over the subject, method of articulation and grip over language has endeared him not only to the media, but also have helped him earn accolades as a great debater too.

An organiser par excellence, the BJP leadership tasked him with managing party affairs in Uttar Pradesh as a co-in charge of the state along with with Sh. Amit Shah as incharge, which gave a stunning victory to the BJP in the 2014 Lok Sabha poll. Having risen from the level of grassroots, Captain Abhimanyu steered effectively the grand victory for the vision of Narendra Modi for the Lok Sabha poll, as a member of his core campaign team.

Born in 1967 in Khanda Kheri village of Hisar district in Haryana, Captain Abhimanyu hails from the family of great freedom fighters. His father late Shri Mitra Sen Arya is known for his participation in ‘Hindi Andolan’, a movement leading to creation of Haryana as a separate state. He was a leading fight of Arya Samaj in the country, a philanthropist and a patron of Gurukul system of education. Captain Abhimanyu has carried forward his father’s precious legacy by actively engaging himself in activities aimed at building a vibrant Haryana.


Captain Abhimanyu did his Bachelor of Commerce from the Maharishi Dayanand University, Rothak, in 1986. He is LLB from the MDU. He did his Post Graduate Diploma in Mass Communication from the Guru Jamabheshwar University, Hisar in 2007 and is now pursuing the Owner President Management Program, a three year part time executive management program from the Harvard business school, at Harvard University.

Responding to his inner urge to dedicate his life for bigger public cause, he gave up his successfully running business and chose to work as an active BJP worker. In 2002, he had been conferred with the highly acclaimed Babu Baal Mukund Gupt award for Journalism by Haryana Sahitya Akademi.

Capt Abhimanyu in his 20’s:

He joined the Army as a Second Lieutenant on March 5, 1988 to serve in the 7 Merchanised Infantry Regiment as a Commissioned Officer. During his Army tenure (1987-1993), he educated himself on Young Officers Course (Infantry and Mechanised Infantry), Gun and Missiles Course and Elite Commando course. His outstanding performance got him the award of Special Service Medal (Desert).

Once a soldier always a soldier. He has served the Indian Army for about six years. Post-Army, he set high standards for himself and he worked across for more than a decade in his multifarious business interests spanning across leasing, finance, share broking, portfolio management, transport, real estate, power generation, mining, hospitality and media. He has founded and driven a number of business concerns in different sectors, which have several firsts to their credit.

His Belief:

He has a deep and thorough understanding of the fundamentals of agrarian economy and believes that a thriving agriculture is a must to alleviate the poorest of the poor from their abject poverty. Sustainable and modern agriculture practices are also a remedy for ‘forced migration’ of people from rural to urban areas. He involves himself in promoting modern technologies of farming such as drip irrigation, water harvesting, green house, tissue culture and hybrid seeds by practicing these at his own farms. Through community meetings in Haryana, he has promoted the culture of “More Crop, Per Drop,” one of the tenets of Prime Minister Narendra Modi’s vision for India.

Captain on India’s Political Radar:

In his political career spanning over 16 years now, Capt Abhimanyu has left lasting imprints on people’s heart by virtue of his hard work and dedication. He is a foot soldier and comprehends socio–economic issues at the bottom of the pyramid with great simplicity. He has worked extensively in rural areas through the sun and scorch and enjoys immense popularity among rural and urban masses. This has enabled him to generate solutions which can be easily delivered to the public.

Given his popularity among the people of different hues in Haryana, Captain was appointed as the General Secretary of Haryana BJP unit in 2005 and in 2010, then party president Shri Nitin Gadkari elevated him to the post of National Secretary in recognition of his vast knowledge of national issues and extraordinary ability to deliberate upon them.

During 2007-2009, Captain Abhimanyu conceptualized and steered many innovative campaigns like Deenbandhu Prerna Rally, Jal Adhikar Rally, Bijli Khoj Rally, Vijay Sankalp Yatra, Save Democracy Rally, Ram Sethu Movement and Jhajjar Vijay Sankalp Rally to name a few. His innovative ideas and rallies captured the imagination of top BJP leaders like Shri Rajnath Singh, Shri Narendra Modi, Shri Venkaiah Naidu, Smt Sushma Swaraj, Shri Shivraj Singh Chauhan, Dr. Raman Singh and Shri Murli Manohar Joshi, who addressed these rallies held in different parts of Haryana from time to time.

He has the unique distinction of organizing two rallies of Shri Atal Bihari Vajpayee, one of the most adored Prime Ministers of India, at Jhajjar and Rohtak within a span of one year between 2004 and 2005. In 1997, he joined the senior BJP leader Shri LK Advani’s Swarna Jayanti Rath Yatra and mobilized milling crowds for the cause. During LS elections, he was the Election Agent and Co-ordinator of Swami Indervesh in 1998, the BJP candidate from Rohtak. He was Election Agent and Co-ordinator of Dr Sahib Singh Verma, former Chief Minister of Delhi; and successfully managed the entire election campaign of the biggest Lok Sabha constituency of India, Outer Delhi in 1999. He also assisted the member of Election Management team with his inputs for Vidhan Sabha elections in Chhattisgarh in 2003.

In 2004, he contested from Rohtak Parliamentary constituency against Shri Bhupinder Singh Hooda, the then state congress President. The contest created a major political furore as Capt Abhimanyu finished second with 1,73,800 votes and the Indian National Lok Dal candidate lost his security deposit. In 2005 by-election to Rohtak parliament seat, he contested against the son of Chief Minister, Haryana, Depender Hooda and finished second. He was involved in Media Management of Uttarakhand Vidhan Sabha elections and the Election Management team of Uttar Pradesh Vidhan Sabha elections. In 2008, he campaigned extensively in Rajasthan and Delhi Vidhan Sabha elections. In 2012 Punjab Vidhan Sabha elections, his role remained pivotal in spearheading the victory of SAD-BJP alliance by beating the anti-incumbency mood in the state as the co – incharge of BJP punjab.

Capt Abhimanyu is the most dynamic face of BJP in Haryana and his role in strengthening the party in Haryana is of paramount importance and widely recognised. He believes education is the key solution to core problems of the country and for this purpose he established Indus Group of Institutions and is actively involved with the management of Delhi Public Schools at various places. With a working experience of more than 27 years in different fields from defence to business, social activities to media as a journalist, sport administration to being an educationalist and now a full time political activist, he is one of those rarest of the rare personalities who shunned the cosy jobs of civil service after qualifying the civil service service examinations, 1994 in his maiden attempt.

Capt Abhimanyu – The Philanthropist:

Capt Abhimanyu has also helped in establishing Gurukuls in various regions of Orissa, Uttarakhand, Haryana and Chhattisgarh – through his family supported organizations Param Mitra Manav Nirman Sansthan and Sindhu Education Foundation. The organizations particularly promote girl’s education and provide help to children of weaker sections by giving them scholarships free books and uniforms.

His Other Associations:

He has been the Founder and Editor-in-Chief of Hari Bhoomi, a Hindi morning Daily which has taken great leaps in Haryana, Chhattisgarh, Madhya Pradesh and parts of Delhi and Odisha. He is also a sports enthusiast who enjoys biking and horse riding. He is also the President of Haryana Archery Association and Associate Vice President of the Archery Association of India.

He is a mild-mannered man of letters and avid reader of classic genre. His favourite books are Ernest Hemingway’s ‘Old Man and The Sea’ and George Orwell’s ‘Animal Farm’ and he religiously reads Gita every day.

Water Sanitation Hygiene (WASH)

Water, sanitation and hygiene are the most scathing and condemning issues happening in the state. Oral – faecal diseases including diarrheal and intestinal infection like hookworm and round worms still exist in one fourth of the households of the state are the result of lack of waste water drainage.

WASH is our step towards removing water, sanitation and the hygiene situation existing in Haryana. It is that governance method that would reach the nooks and corners of every village in the state to provide clean water, a sanitized, hygienic environment for a healthy living and contributing towards a Healthy Haryana. We put forward to WASH away these issues by our WASH program.

Dignity, security, safety for women (DISHA)

Haryana is a land where the Vedic civilization began and flourished. It was here the Vedic mantras were scrawled down and chanted by the saints. It was here where Lord Krishna preached the Bhagavad Gita.

Sadly Haryana is a state where more than 60 rapes reportedly happen in a month and no justice is bestowed on the victims. The state’s sex ratio is 876 females per 1000 males. A state, a nation can never prosper if women are not secure and safe. Captain Abhimanyu believes secruity and shelter to women are of a permanent importance for any civilized society.

The land where goddesses are worshipped, Haryana will not let any harm happen to the women. Project DISHA will make sure that every woman in the state gets her personal share of respect, dignity, security and safety.

Care Affection and Respect for the Elderly (CARE)

For many elderly people in Haryana the, last part of their lives is not a time to relax and enjoy retirement, but rather a difficult and unhappy period, owing to financial worries, failing health and loneliness.

In Haryana, 7.5 per cent of elderly covers the totalpopulation of the state, as per the Central Statistics Office ofMinistry of Statistics and Programme Implementation, Government ofIndia, 2011. As a result, the elderly make up an ever-increasing percentage of society, which makes it more important than ever for a real effort to be made in improving the lives of senior citizens.

CARE is our project where the state government will make sure that the state pension is sufficient to the elderly to cover their basic amenities like food, clothes and shelter. An actual shelter would be brought forth for the elderly. A responsible step would be taken to cover the medical and health care provisions of the failing health of the elderly.

Water, Irrigation, Seed, Support and Food Storage for Farmers (WISE)

Haryana, the food bowl of the country, is no longer giving its maximum production. Acquisition of farmer’s land at lower prices and charging of heavy amount on power connection are the main reasons. Converting the agricultural sectors in industrial and residential sectors is no solution of a main developed state. Bad policies by the government have made the lives more miserable for the farmers. Issues of farmers are always high on debates and discussions, but they never had a point to provide solution.

The problems in farming, the problems of drought, insects, pest, seeds, irrigation and food storage all have to be fixed with a proper set of policies. And to accomplish this we bring you our project WISE.

It is here the scientific methods of food storage would be brought in practice. WISE will introduce new crop protection plans, improved seeds to farm and a system for the betterment of the farmers.

Good education, employment for youth (GOODEY)

As Mahatma Gandhi has rightly said “Live as if you were to die tomorrow. Learn as if you were to live forever.” Education is the key root to wipe out the problems in a society. When a single child is educated, a society is enlightened.

All the problems of the society would come to an end only if a good education and employment schemes are implemented. GOODEY is our scheme and an initiative technique to boost a quality education to Haryana and generate employment in Haryana. The problem of unemployment has to be eradicated since Haryana now has to develop.

Voice of Change (Sub section under ‘Vision 2019’)

Captain Abhimanyu has left an enduring signature on people’s heart through his hard work in Haryana. Now Haryana needs a leader who is capable, honest and can make dreams, a reality. The land needs a leader to govern in such a way where a constant stability works in the government. With Capt Abhimanyu as the leader a plan for better future of Haryana would be made.

Captain Abhimanyu’s strong will to change Haryana is not an act of annexing votes. He dreams the images of a crime and corruption free Haryana, a safe Haryana, and an economically developed Haryana, a new Haryana. Good governance is what Haryana requires. This land can never forget what it has missed while there was development taking place in the other corner of its motherland, India. Now is the time where Haryana would be the onlooker of change.

The pressing issues like malnutrition, sanitation, rapes, unemployment, poverty, female foeticide, gender discrimination has made Haryana an area of disagreement. Do you still permit Haryana to continue breathing all these unfair matters? Don’t you wish to bring the fresh air of change? The air that would bring in a sea change in the socio-cultural environment of Haryana.

The present state of governance in Haryana is a sorry tale. It is a fact that there are many hurdles running in the state. But sincere leadership with proper management can do wonders. It is never too late to act. What is needed is the proper implementation of policies.

Come, Create, Conquer – It’s your Haryana

Governance method (Sub section under ‘Vision 2019’)

Captain Abhimanyu’s only aim and objective is to see a developed Haryana, and by “developed” it does not mean the economic development of the state alone. Our Haryana will be perfectly developed when the problems are reduced to minimum and a community/state of no social contrast is established.

Captain Abhimanyu has three principles when it comes to good governance:

  • Positive

  • Progressive

  • Pragmatic

Positive: We are optimistic and for this reason we stay positive. We stay positive because no government can govern without a firm direction. Our positive directions lead us to all the social puzzles that are preventing Haryana indirectly to achieve its destined place on the map of the country.

We are positive in bringing Haryana to that level where no one would question the government on their work. We are positive to convey on the promises we make. When we say we guarantee a better health, infrastructure, sufficient equipments, and seeds to farmers, quality foods, hygiene, pure water, better life to the elderly we mean it; we stand by it and we are here to implement it. We are not here to muster your votes. We are here to value them.

Progressive: Progress never happens at a stretch. It requires time because it happens in stages and gradually it blooms. Now it is the time for Haryana to progress and develop itself and present the nation as a brand new sparkling state. As already said, Haryana still faces many challenges, but we are hopeful enough to gradually improving and progressing.

We will bring progress by collaborating with the service agents like hospitals, NGOs, school, colleges and promises to remove the problems bothering our state. It is not in our working style to boast our words for the competitive election. You are, were and shall be our prime motive for Haryana’s progress. Remember us by our words and judge us on our deliverance.

Pragmatic: All the above could be done only when we act and take steps sensibly. Malnutrition, health, sanitation and more are not just our areas of focus. We promise you to improve upon every possible area of concern like total immunisation of children, checking infant mortality, prevalence of anaemia and so on. We will improve enrolment ratio and bring down the drop-out rate among school going children.

We shall evaluate how well the state was doing in the previous party’s rule in all the sectors possible and we give you a chance to do the same when we come as the wining team. You are the one to judge us on what we would do on health, education, infrastructure, female security and more. Haryana is our land; we have to make it better. We need your support and blessing to give you good governance. And it is our promise that we’ll make Haryana flourish.

People Matter (Sub section under ‘Vision 2019’)

“Government is a mix of different political parties. If the BJP is given the chance and has the final say to run Haryana, I will work in such a way that my call to make a better and new Haryana would influence party members to give their best to make your life and living better.

Haryana is unique in many respects with its diverse culture. Here we have citizens who enjoy good, literacy, and good infrastructure and there is some wanting all these in different degree and in all parameters.

I hear you all asserting your voices, to change Haryana, to see a developed Haryana, to see Haryana free of unemployment, poverty, sanitation and hygiene issue, female insecurity and rapes. I hear you all and I assure you that on given chance government will change the face of Haryana.

The way of governance will create an environment in which sustained economic growth becomes achievable. After all it is your demand of a nourished Haryana. I would reach out to all the challenges on ending poverty. I shall never let anyone starve to death. Malnutrition in children still exists on our society. We will take care of them as our own child and steps shall be taken on the issue with strictness.

Securing women should be the first priority of our government. Generating employment and efficient delivery of services shall be done with a proper method where no house in Haryana is left without an earner. The elderly would be taken care. The farming community of the state shall get its rights. A developed Haryana is on the way.

My party will take appropriate action, consistent with law and policy, to diagnose the problems afflicting the state and take time bound corrective actions. It is my commitment that I shall sincerely attempt to change the lives of people with my method and style of governance. Prime Minister Narendra Modi has set ball of good governance rolling by taking the reins in New Delhi. It is now the turn of Haryana to rise and shine.”
